Description
Military Engineers now have 3 build charges and 4 movement points.

Military Engineers can use build charges to accelerate the construction of Encampments, Harbors, Aerodromes, and Industrial Zones by 15% (30% for half-cost unique districts).
Canals, Dams, Aqueducts, and Flood Barriers receive a 25% construction boost (50% for Baths).
Forts and Mountain Tunnels are now unlocked with Military Engineering.
Forts provide +1 Production and gain an additional +1 Production for each adjacent Encampment. Encampments also gain +1 Production for each adjacent Fort.
Building roads no longer consumes build charges.
Road Movement Costs Adjustments:
Ancient Era roads: 0.65 movement cost
Medieval Era roads: 0.5 movement cost
Industrial Era roads: 0.35 movement cost
Modern Era roads: 0.25 movement cost
Railroads: 0.125 movement cost

2月10日更新:營地、港口、航空港、工業區加速改爲15%,特色半價區域改爲30%。之前的數值感覺還是太保守了。雖然這樣英國的强度又有些膨脹。
