Title Adjustments

Just a small mod to adjust some title benefits

Specifically...

The Bureaucrat: Gov Points +5% > Administration +.15 (I feel like it's more fitting of the title.)
Heaviest of Hands: Lawfulness +.1 > Lawfulness +.25
Lord of the Seven Kingdoms: Gov Points +4 > Gov Points +15% (Just +4 doesn't really feel like a lord of seven kingdoms)
The Merciless: Submission +.2 > Submission +.2 and Region Loyalty +1 (Like base game "the merciful")
The Builder: Workforce +3 > Workforce +10% (I just like developing alright?)
The Conquerer: Defense +.1 > Offence +.25 (Conquering giving a defense boost seemed off to me)
Protector of the Realm: Defense +.1 > Defense +.25 (This title is a nightmare to unlock so I think it deserves a better buff)
The Wise: University +.5 Knowledge +40 > University +.5 Knowledge +10% Innovation +10% (I feel like the amount of labs and libraries I build is outrageous)

This should not change how you're supposed to obtain titles.

Is this Balanced? No, sorry.

As with all mods be careful if adding or removing from a save. Make backups.
