Description
This mod forces every preset empire to spawn.

This mod forces the Commonwealth of Man to spawn as well, so if you want to play as Earth Custodianship, for example, you will have both of these empires in the galaxy. I created another mod that does exactly the same thing, but without the human empires. It is called "No Random Empires (without people)."

Doesn't work, still spawns in Paradox made empires, unless I've completely misunderstood what this mod does.

I don’t have the First Contact DLC, so I’m not sure how it works in practice. However, I assume that MSI always appears as long as you select the right origin

Maybe, I think it depends on how these mods are made. This mod only changes one value in the in-game empires, from "spawn_enabled = yes" to "spawn_enabled = always". However, when it comes to player-created empires, if you set a rule for them to always appear, there is a chance they will appear, but it's not 100%
