isaac propeller hat + lollipop lelelelele

Description
should work for afterbirth now

gives isaac + tainted a propeller hat and lollipop and makes them awesome. lollipop shows up in walking animation and emotes.
also emote sprites (e.g the ones for pickups and using items) for specifically normal isaac might not work at the start of the run until you get items. i gots no idea how to fix that

lil oversight but probably could add a bandaid legacy check

i uh, now it doesn't appear on isaac (outside of animations)

it IS NOT supposed to.

a hotfix should be out the second that Steam approves it.
should work on strictly isaac and tainted
