Unlock Air Garage at HQ - Antistasi

Description
Simple mod for Antistasi that allows you to ungarage air vehicles at HQ (and other locations), even without an Airfield.

Tested on Antistasi Ultimate.

I'm pretty sure there was an Antistasi Ultimate update that allows you to build a helipad at HQ
