@GodFear 现在你战斗胜利得够多可以把战争分打满，以前大圣战等特殊宣战理由除外，战斗获胜再多次最高也只能有50%战争分数，

只改变了可以宣战条件，没有改宣战理由的次数限制，ai行为未更改
