There are assets for an exploration event involving planetary ring-dwelling reptiles within the game files, but due to an apparent mistake in the preconditions, it does not fire.

This tiny mod adds a little polish and reinstates it, so you have a chance at finding these unlikely critters. You'll want to look out for Sterile planets with Ring anomalies.
