Bring back unberwater distortion filter

Works for everything except for water_movingplane and toxicslime002a. If you know how to properly handle them please let me know

Epic Bonus:

To fix underwater sound reverb type "dsp_water 14" in console. It should also work if you add this line to Steam\steamapps\common\Half-Life 2\hl2\cfg\autoexec.cfg but it doesn't

I wonder if 2004 toxic water effects can be restored. In 2004 toxic water had bubbles coming out while in latest it was removed
