Special Stages support 1 lap races

Don't expect the AI to work on these, I haven't done any adjustements nor am I planning to
Feel free to adjust the AI racing line and send the .tcats back and I'll add them to the mod and give credits

All tracks have undergone slight smoothing on the racing surface
