@Clark Crente hi, am not sure what you are suggesting: spawning conditions, spread modifiers or...?
One could say Netherlands had a spark, though united by location/culture AND faith;
Bohemia had something like that but only the basic roots, older realm, hussite wars, etc;
HRE was... the HRE with small tags inside;
Spain wasn't actually Spain as EU4 wrongly reproduce it but CROWN of Castile with JPs (Galicia, Leon and Aragon, who also had its subjects lol) and vassals (ruled by local cortes/fueros);
Also you already explained about the case of the Ottobros...
I would suggest something flexible as:
Controls 80% or all of its primary culture;
Establish a size of at least two areas.
Starting with that in mind would reflect how it could happen in other areas! Hope I made sense
