Inkling Cities Spawn on Populated Planets

Description
This mod makes it so inkling cities and underground octoling settlements spawn on the populated planets in Citybound.

Of course you will need these two mods for this mod:
Citybound
Inkbound: A Splatoon mod.

I made this mod for myself a while ago but somebody in the Inkbound comment section requested something like this and so I decided to upload it.

@TMBCyberman the meme dealer They are the normal cities from the base mod. This mod doesn't add any new assets or settlements.

Are these the normal Inkling cities in the base mod or unique ones?

I should throw this out there that I did not test this with Frackin' Universe as I do not use it, so I'm unsure if this will work with it. If anyone has tested this mod with it, let me know.
