Modular Starting Systems - No Starting World Size

This mod simply removes the starting world's size requirements. (Note: Starting world biome, if defined by base Starbound and/or any other mods, is left untouched.) For those modders that want to lighten starting system requirements to speed up the likelihood that the game would find a suitable starting system.

Note: This mod has a priority of 9999, meaning that it should load after the vast majority of other mods have loaded (provided no other mods with lower priorities list this mod as "required" or "included", which would force this mod to load before those other mods, regardless of priority settings).
