Anyway, I have changed up things a bit. Given that I also use Replace Stuff , I have added a patch to gate that mod's "over wall cooler" and "over wall vent" behind Microelectronics to coinside with the wall heater from here. I replaced the graphics with the ones previously used for cooler and vent in this mod. Vanilla vents and coolers have been reverted, but I made replacement graphics for those so they match up with the over wall ones.
This was the quickest way to deal with this issue, and also fixes the otherwise redundant cooler and vents having both mods ends up with.
1) Run the game with only Simple Utilities: Wall Adjusted and Harmony. DLCs are not a factor.
2) In a dev test world, either find a ruin wall or god-mode build a new one.
3) Try to place the cooler or the vent over it and observe the fact that that's not possible.
I have a ridiculous number of additional mods, and it's working fine. The likelihood is that you either misunderstand how the mod works, or have some other mod that is causing an issue for you.
Regarding the former:
You state the wall utilities can't be placed, but this mod adds only the wall heater, and wall light panel, both of which require Microelectronics to unlock. The remaining additions are fence post lighting, and those are mounted on fences, not the walls.
Naturally, both walls and fences have to be built before these items can be place - one can not place them on a planned wall/fence.
Regarding the latter:
Run the mod by itself and you'll see it's working as intended. Go through your mod list and see which mods are likely to cause an issue. Test again until you find the culprit.
