In a completely different scenario, I tested it against Sa'ar 3, 4, and Aliya/Hetz-class, which are significantly smaller than Adams, Coontz, Leahy, and Belknap, and one SA-N-3 hit without problems on those.
First mission had the same Leahy problems Torturebear had; also the Knox was updated to have four RGM-84A Harpoons so the replacement of the Knox with a Garcia to keep the introduction of Harpoon to the 2nd mission should be considered.
Second mission; replace CF Adams Early with a CF Adams Late, the Early is equipped with RIM-24B which is antiquated by 1977, Mark 11 GMLS or Mark 13 GMLS doesn't otherwise make that huge of a difference; might make it a little easier for REDFOR due to reduced density of salvo from the CF Adams' Harpoons.
Also not sure how the Soviet SAG in mission two is supposed to defend themselves from a Knox, Coontz, and Adams unloading Harpoons on them.
SA N 3 shooting at Leahy: 90 % of the missiles hit jut the waterline 3 meters in front of the ship and therefore did nothing. I would imagine it is something you cannot do anything but maybe others had the same experience?
