what in the silent hill camera angle is this? I like the concept of the mod but was it inspired by silent hill?

Actually for something to be considered an isometric view it requires 3 equal 120 degree angles, anything else would be considered a different axonometric view such as dimetric(2 equal and 1 unique angle) or trimetric(3 unique angles) provided that they also have correct foreshortening.

Although I'm pretty sure the true meaning of isometric has been completely warped by this point.

This isn't isometric, it's just an above view. Isometric view is defined by a lack of perspective.
