Mod Order Menu Crash Fix [B42.10]

Description
Fixes a crash that would occur when trying to open the mod order menu on a save which was missing a mod.

How to use :
This mod only needs to be enable in the main menu to work.

This mod is save compatible and can be removed whenever.

Only for Build 42

Yeah, made a mess when switch to using SteamCMD for uploading the mod, should be good now ?

I have a hard time figuring out how I'd managed to screw things up this bad, but also you do not need to enable this mod on your save, just on the main menu will fix the bug, it will do nothing when enabled on a save.
