Lite - Autoresolve Equalizer for AI factions

This version keeps intact the bonus AI factions get when in the shroud.

This version also keeps the faction potential difference bonus to major factions, but lessens it.

The result is minor factions will hopefully be able to be more relevant when it comes to auto-resolve, but won't interfere too much with the expansion of the major factions. Major factions will still have an advantage in auto-resolve, but not nearly as much as the vanilla game gives them.

This should be compatible with pretty much everything and likely won't need updates unless CA decides to nuke lowercase letters next time.

Testing feedback is welcome. Let me know how this works out for you guys.
