Description
Low effort EmiTheWitch mod~ I removed the population requirement of nurseries and made it so slave and civilian populations count towards nursery pop cap.

I do believe they are harder to manage the same # of slaves per civilian population, but I can't say for certain since I don't really use slaves that much. This was just made as a request.

Mhm this certainly provoked a thought. It might just be me but are slaves harder to manage in v68 compared to v66?
