Spray thief / no spray cooldown

Add chat command !steal_spray with which you can spray a spray of other connected players.

Usage:
Aim at a wall and type following command in chat:

!steal_spray character_name
-where character_name is character name of a player whose spray you want to use so either ellis, nick, rochelle, coach, francis, bill, zoey or louis

!steal_spray random
-random player will be picked whose spray to use

!steal_spray user_id
-userid of the player (you can check for user id using 'status' console command)

This addon alse sets decalfrequency 0 which means there is no delay between spraying
