Watcher exclusive mod. Works best on a new save
- otherwise it's only Regions you haven't visited on your run yet.
Can be used with and without Rain World Remix.

Adds 1 Elite Scavenger to several Regions.
Vanilla Region Elites are random, others are not.

No Downpour Regions. This was meant only for the Watcher campaign.
I had a Downpour Elite mod. But I didn't get to debug it for 1.10 yet.

Does this change downpour regions, i would guess that outer expanse would be safe from artificers rampage and so the scavengers would still train elite scavengers

Very nice! It's weird that elite scavengers were enabled in Watcher DLC but don't appear anywhere.
