According to dr Breen, under those masks, the Combine Overwatch are just normal people, not heavily modified emanciated husks like it was seen, wake up sheeple!
Don't worry about the Elites, they're special need kids
Replaces Combine soldiers, Prisonguard, and elite

Best played with Security Cops, or Maskless cops
