Rotten Threat Restoration

Description
Adds the unused Rotten Regions threat theme to Crumbling Fringes, Corrupted Factories, Decaying Tunnels, and Infested Wastes. Layering is mostly taken from Threat: Superstructure, with minor edits.

I've been thinking about reusing the unused threat theme for Rivulet's The Rot region as well.
