I have this working! First mod, please help me find what else people would enjoy allied recruitment enabled.

Recruitment image shown using DrDCB's Allied Recruitment Buffs for testing, but is not required.

I was just thinking while playing as skaven with Toro's mod that it would be cool if the AI could use the units as well. Ive also been playing with the mod where province capitals spread undercities and it forces AI skaven to build more undercities when relation level drop below a certain point and its like a whole new race of skaven.
