Empire size rebalance
Playing a very tall Empire can sometime be very frustrating due to Empire Size increasing very rapidly. This mod aim to "Rebalance" the source of the Empire Size cost :

District 0.5 -> 0.25
Systems 1 -> 0.5
Planets 10 -> 8
Branch office 5 -> 3
From pops 0.01 - > 0.004

Thank goodness for this, my previous mods to combat empire size making my life hell haven't been updated in years
