Unit 1304 "Victor-Sixty" is the protagonist of the Half-Life 2 mod "Entropy : Zero - Uprising," this specific rendition depicts what I imagine his state would be after the Strider Ending of the game, where he is impacted by a Strider's beam cannon.
This ending can be obtained by not drinking any of the water cans, murdering Bloody Cop and refusing Traitor Lead's offer.
