Fort, Gate, Bastion Sally

Enables the Sally feature for fortifications, i.e. (Empire) Forts, (High Elf) Gates and (Cathayen) Bastions. Also reduces the movement range of enemy armies starting in fortification provinces.

The attack range of garrisons depends on the level of the main building:
- level 1: 500 range,
- level 2: 700 range,
- level 3: 900 range,
- level 4: 1200 range,
- level 5: 1500 range.

Beginning with main building level 3, the movement range of enemy armies starting in the province of the fortification is reduced:
- level 3: -5 % movement range,
- level 4: -10 % movement range,
- level 5: -20 % movement range.

Since Cathay has building slots and special buildings in the bastion provinces, the values for the main buildings are decreased. However by upgrading the special buildings these values can be increased, so that a fully upgraded bastion province provides a higher sally range and stronger movement reductions than the main buildings of the gate and fort provinces.
