Does this spell affect gameplay?
It should not, as it has been tested in matches through the particle preloader. Although muzzle flashes are normally yellow, changing it to a white/blue does not affect judgement, as it is still around the same opacity and bullet tracers are still their default coloring.

How would Valve add this into the game?
That is entirely up to Valve’s prerogative, we cannot control how it gets implemented. This spell is meant to be year-round, as opposed to the usual restrictions, so it must be rare and difficult to obtain. However, it could also be restricted to only be seen during the summer event.

Some implementation suggestions are:
Unboxing: Making this spell unboxable from a case, similar to unusuals.
Contract Reward: Adding a contract system to the summer event and having the spell be a very rare reward for completion.
Map Element: Tie this spell to an existing map or upcoming Offshore map, similar to how the original Halloween spells could be obtained on Halloween maps.
MvM Drop: Add this spell as a preposterously rare drop to either an existing or new MvM tour, similar to Australiums.
