No diplomatic confederations

Description
AI will never accept diplomatic confederations from anyone.

Factions with unique confederation methods (norsca, greenskins, brettonia, empire, etc.) can still use them.

Unlike similar mods on the workshop, this mod IS compatible with All Diplomatic Options.

only diplomacy. norsca/greenskins can still use their unique mechanic, brettonia can still use their tech tree, empire can still use authority, etc.

does this include all forms of confederation like that of norsca and greensksins or only by diplomacy etc?
