Description
As requested by Mindrivet, here a mod that grants feel no pain damage reduction for each city of the game according to the allied troops nearby (range of two).

The bonus starts at 5% for 1 unit up to 90% for 18 units.

Now, to easily defeat a city, you must take down defenders instead of simply destroy the headquarter unit.
