SkyPhoenixTweaker - City Stability Buff

I always thought that high city stability is not enough rewarding for taking care of your population. Not anymore as i decided to give this mechanic a little buff.

+ Cities now gonna grant:

> +10% to Food, Production and Draft per Tier of City Stability above Neutral
> +5% to Gold, Mana and Knowledge per Tier of City Stability above Neutral

+ Blessing of Paradise is also updated to reflect these changes, still gonna double the income from positive city stability.

Mod was made to work alongside Ogre 1.2 Update.
