This mod should be treated rather as a patch removing the ability to claim provinces in underground tunnels for people who use City Improvements Mod [" https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3481757576 "] and simply dont want that feature. Just put this mod after City Improvements in your load order in order to make it work.

This mod was made on Ogre 1.2 Update, but should also work with game versions no older than Tiger.
