Habitat Rework

Description
Currently doesn't have any major changes, only uncaps the habitats for now so you can build as many as you want inside of a single star system. May expand more on the mod in the future though!Wanted to make a completely unbalanced habitat mod that would allow for major tall gameplay, possibly within a single system, or very few.

- Unlimited habitats
- Slightly reduced influence/alloy cost

Interesting, thank you. That might be worth adjusting, if possible, so it isn't so overpowered.

and for the 2nd question no. it does not reduce potential districts.

@djvandebrake from my experience. the 2nd habitat complex maximum district will copy the original habitat complex maximum district. You will get the exact same maximum district for each habitat complex there is in the system.

Will this still add major and minor orbitals as you build districts? And does building new habitats reduce potential districts from the others in the system?

I am not 100% certain but I believe it may affect both players and AI, though I haven't checked the AI decision making to be fully sure.

for player only or AI included?
