Remove Rain Water Flooding

Could not for the life of me find a single mod what already did this, as I needed one for the new Vanilla+ collection I'm assembling, despite Mandella explicitly telling me there was.
Oh well, I had the patch in my personal mod pack already so this'll be quicker.

All this does is change liquid generation of rain weather projectile from 0.4 to 0, meaning that the storms or heavy rain will no longer generate water upon hitting the ground.
Thanks to the user Francis for first mentioning that solution in the comments of Less Annoying Weather Mod.
