全路线基飞

Description
允许玩家基飞局势三条线全部选择，从而点出三条全部传统，并且针对普政各基因高级政体融合出了一系列全能政体。

为方便调整，还添加了个政策用于随时调整单一或全能政体。

2025.06.11：现在理论上兼容大部分四大飞升都能选的mod。
点名 飞升之路：飞升路线兼容4.0+
但是请注意一旦有类似mod后，
四大飞升必须第一个点基因重塑
，不然后续无法再次点基飞。
