Subjects Can Form Nations 1.3.7 - No Colonies (Fixed)

This is a clone and fix of this mod: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3350296336. As of May 29 the author of the mod I forked has implemented this same fix.

There was an issue with that mod where the subject nations could not even view the "form nation" decision, even though they technically met the "allow" conditions. So I fixed it by removing the `OR { ai = no }`, which basically made it so only human players could form nations.

I only tested this with ireland, but I updated the conditions for all the nations that were updated in the referenced mod above, to see the full list of nations this applies to go to `All installed mods > find this mod > open mod folder` The nations listed in those txt files are the ones that should be supported.
