Simple mod that adds a late game replacement for the scout

Explorer
Replaces scout at navigation, becomes obsolete at radar
  • Ignores terrain cost
  • Can enter any territory without open borders, but can't pillage improvements
  • Extra embarked sight
  • Starts with sentry promotion
  • 3 moves
  • Same cost and strength as pikeman
