The HL2 Workshop is limited to what it can do but people do make do however I've noticed that all custom campaigns that are on HL2's Workshop are specifically set to EP2 even ones that setting wise aren't.
However there's also the issue for skins related to citizens and rebels on the main menu backgrounds since they load with the default HL2 assets first before any mods are then loaded up, meaning it's 100% possible to get spammed the fuck by errors in the dev console when you come across a pre-placed body because they would be using the default assets not whatever assets are from the mod.
Kind of. I've never touched Half-Life 2's workshop, nor Half-Life 2 itself for a long time.
And having this in GMod allows players to use GMod stuff in the campaign. Stability isn't guaranteed, but players are allowed to improve their experience beyond the campaign author's expectations.
