At War: Carrier Improvements 4.0

Because I love these mods and at moment no sign of latest maintainer to update them I gonna give it shot. If original maintainer returns I will remove my version and let them keep maintaining them.

Update
Fixed all the errors and made everything work as intended I think.
Renamed certain section to fit their purpose more.
Removed what looked like unnecessary files as code was completely blocked with # or not linked to anything and just threw errors.

So far I could see everything else should work the same.

To do list/known issues.
None so far I know off

What I will not do.
Add Bio ships.
Make any compatibility for other mods.
Make changes to its original design.
