This is mad buggy, i don't think i downloaded all the extra mods and assets. But i laughed my ass of by the amount of seagulls

Use the Parking lot Roads, search Parking lot roads in the workshop.

I wish there was a way to make the parking lot lanes like roadways so if you plop buildings around the lot, you can have a road/path connection and then use the move it mod, to make it look realistic.
