Hub Road Fix (Standalone)

A standalone mod that fixes the broken road just outside The Hub in the Border Zone. This was actually the original mod, and I'm putting it up now so that there's an option just for this particularly egregious node. It also helps because in some cases, the roads are only being blocked by foliage, so having a foliage reduction mod or any mod that makes changes to foliage may fix it.
