better banners and flags

improves city banner design

tooltips with connection, growth, and production info
town focus and civilization icons
more readable lighting effects for text and icons
better integration of health bars and timers
more consistent layout from one settlement to another

fixes and customizes game features

leader ribbon colors match city banners
city banners update after resource allocation
health bars adjusted to show damage more accurately
city leader portraits react to alliances, war, and unhappiness
neutral city-states have a neutral allegiance ring (not red)
red borders for enemy civilizations and their city-state allies
(optionally) remove leader portraits from city banners
(optionally) remove the black outline from unit flags

Flag Corps 3.1.2 now supports French. i also improved city banners for settlements captured by independent villages and encampments.

game update 1.2.3 added a new trade network icon, which is now integrated into the Flag Corps banners. i added a background to the icon to make it more visible.

Just wanted to thank you dearly for your hard work. I use almost all of your mods and can't imagine playing without them anymore. They significantly improve the game for me. Thank you very much!
