Description
Make a Labor Contract to migrate unemployed pop to your country.

You can make the contract with a country which has a state with 1M pops, 1% unemployment rate.

AI will not willingly propose this

this keeps going after the treaty is up, like constantly getting the event again and again. Which is AMAZING for filling my factories - but probably sucks for Qing.

Regarding the desync in mp issue, it only occurs with the initial event if not paused from getting a labour contract, the following events don't cause it.

Nice mod, does cause instant multiplayer desyncs though.

Would also be nice if you added a game rule to be able to nerf or strengthen the contracts.
