Been doing Carthage across the ages for mega lazy mode and mega capital ^_^. Though you do lose out on so many specialists in other cities...

You need the DLC and Enduring Empires (Common Library)

You do not need the base game if you don't want to play any of the base game civs as enduring.

Do I need the base game version plus this version? Or just this version with the dlc?
