better system buttons

are your social policies ready for a change?
is your resource allocation unlocked?
Ready or Not shows when social policies and resources are unlocked, by changing the Government and Resource Allocation buttons to full-color icons. it also shows celebration progress on the Government button and celebration details in its tooltip.

This is a minor quality of life improvement, so it's not a must-have because the game is certainly playable without. HOWEVER, it's such a small and wonderful change, it's a firm should-have and there is no reason to not have this installed.
