Antiquity

Celestarchy
A Celestarchy is a theocratic form of government where divine or astral authority guides political leadership. Rulers are believed to govern by the will of celestial forces—gods, stars, or cosmic cycles—and religious institutions hold significant power. Laws and social order are often based on prophecy, astrology, and sacred rites, with priest-kings or divine figures acting as intermediaries between heaven and earth.
Inspired by spiritual or mythologically rooted civilizations such as Egypt, Aksum, or Maya.

Celebration Bonuses:
  • +3 Influence and Culture, but -1 Production and Gold from each Altar
  • +50% production speed for Science and Culture buildings, but -25% for Gold and Production Buildings

Tribal Confederacy
A Tribal Confederacy unites several autonomous tribes or clans under a loose coalition, often for mutual defense or resource management. Leadership is shared or rotational among tribal elders or chiefs, emphasizing consensus, tradition, and kinship ties over centralized authority. These systems are flexible and resilient, though prone to fragmentation during internal conflict or external pressure.
Inspired by civilizations like the Mississippian, early Greeks, or Germanic peoples.

Celebration Bonuses:
  • +2 War Support for any declared war and +10% Production in Settlements you did not found, but -15% Culture
  • Commanders gain -50% experience, but the Capital gains +2 Gold per Commander level each turn. Spawns a migrant unit in the capital

Maritime Clanship
Maritime Clanship represents decentralized seafaring societies that thrive on raiding, exploration, and coastal settlement. Authority is typically distributed among clan leaders or chieftains, and power is earned through deeds, loyalty, and naval prowess.
Inspired by early Viking or Norse tribal networks and other maritime cultures.

Celebration Bonuses:
  • +30% Production towards Naval units
  • +15% Science in Cities adjacent to the Coast, and +2 Science from Towns adjacent to the Coast

Merchant Republic
A Merchant Republic is a coastal or trade-based polity where economic elites and guilds control the state. Governance is conducted through councils or assemblies elected from the merchant class, prioritizing commerce, naval power, and diplomatic influence. These republics thrive on trade routes, commercial monopolies, and financial innovation, often competing with monarchies through wealth rather than war.
Inspired by civilizations like Venice, Majapahit, or the Hanseatic League.

Celebration Bonuses:
  • +2 Influence per imported Resource
  • +1 Movement for all Naval Units and Treasure Convoys

Cryptocratic Oligarchy
A Cryptocratic Oligarchy is ruled by hidden networks of power—secret societies, dynastic families, or elite cabals—who operate behind the scenes to steer the state. Public institutions may be a façade for deeper control, with influence and espionage being central tools of governance.
Inspired by secret societies from Civ VI, and historical entities like the Medici or Borgia families.

  • +50% Influence towards initiating Espionage actions
  • +3 Science but -1 Gold per Relic

Anarchic Confederacy
Anarchic Confederacy is a loose alliance of pirate crews, smugglers, and coastal raiders that operate outside traditional state structures. While often chaotic and unstable, these groups can project surprising power through naval dominance, opportunistic warfare, and a flexible command structure.
Inspired by historical pirate republics like Nassau and fictional anarchic pirate states.

Celebration Bonuses:
  • +5 Combat Strength when attacking with Naval Units and +15 HP healing for all Naval units
  • +30% Gold towards purchasing Naval units and +30% yields towards pillaging Buildings, but +2 Gold Maintenance for all Naval units

Modern

Industrial Technocracy
An Industrial Technocracy is governed by scientists, engineers, and industrial planners, who base decisions on data, expertise, and rational design rather than ideology or wealth. The state prioritizes technological progress, infrastructure, and efficient resource management, often running massive public works and centralized industries.
Inspired by highly organized, innovation-driven states like Prussia, Meiji Japan, or the Soviet Union under industrial planners.

Celebration Bonuses:
  • +15% Production in each city with no empty resource slots and +5% Science in each city with at least one empty resource slot
  • +15% Culture and Gold yields from Specialists

Kleptocratic Syndicalism
Kleptocratic Syndicalism is a corrupt hybrid regime where labor unions or worker councils exist in name, but real power lies with a self-serving elite that manipulates the system for personal gain. State-run industries, collective farms, or syndicates may operate under the façade of worker control, while behind the scenes, officials and oligarchs embezzle wealth, suppress dissent, and maintain order through populist propaganda.
Inspired by regimes that blend collectivist structure with entrenched corruption — late-stage USSR, authoritarian populist states, or dystopian worker-states such as North Korea.

Stratocracy
A Stratocracy is a militarized government where political leadership is directly linked to military rank and structure. Civil institutions are subordinated to martial order, and war is often used as a tool of statecraft and national identity.
Inspired by modern militaristic regimes such as Myanmar, Meiji Japan in the 1930s, and certain facets of the Third Reich.

  • +1 Food in all Towns per Commander Level, but -20% Influence yields
  • +2 War Support for all ongoing or newly declared wars and +30% Commander XP gain, but -20% Culture yields

Is it possible to delay the government choice for later? Feels like the games forces the choice to early before I get a good view of my surroundings sadly.
