Description
Adds new policies to the Exploration Age designed to encourage War and the conquest of the New World. These are designed with Multiplayer in Mind and will likely balanced with play-testing and feedback.

Authority:
-Press Gangs: +30% Gold towards purchasing Naval Units

Colonialism:
-Colonial Scramble: +1 Movement for Embarked Units.

+Mastery:
-Colonial Taxes: +14 Gold and -7 Happiness on Settlements in Distant Lands

Society:
-Naval Doctrine: +2 Movement for Naval Units.

Mercantilism:
-Native Conquest: When you defeat an Enemy Unit, gain Gold equal to 100% of their strength.

Imperialism:
-Gunboat Diplomacy: When you defeat an Enemy Unit, gain Influence equal to 50% of their strength.
