OVN Araby Army passive ability (SFO style)

Description
Originally I wanted this to be a SFO specific mod, it doesn't technically require SFO but it is balanced for it, use at your own risk otherwise.

Gives Araby 2 new passive Abilities:

Arabyian Blades: Bonus for the first 30 seconds of combat
Desert Tactics: Buff to damage and reload when shooting into enemy flanks, for bow/ballista units

Blackpowder regiments gain Black Powder Aplenty from Vampire Coast.

Its for the first 30 seconds you're engaged with an enemy in melee, it recharges in 15 seconds while not engaged

what defines combat, that unit entering melee for the first time or as an army? Might be obvious but wanted to check as mistakes can be made :P
