nvm i was being stupid and forgot yo enable them

i am new to steam and was wondering how you install mods. I've tried watching tutorials and followed the instructions but i haven't seen them enabled in game. for example, the sky park fleet. i flew down to sky park city to see the mod i just downloaded but could not find the fleet.
i may just be making a silly mistake but do any of yall know how to fix this.
