navy stuff : 80 pp, 80 days 8 civil factories usage
tank stuff : 100 pp, 100 days 10 civil factories usage
air stuff : 120 pp, 120 days 12 civil factories usage
heli only : 150pp, 150days, 15 civil factories usage
