Description
Windmills and grainmills have no functionality in vanilla Skyrim, and the windmill blades are too small.

Grainmills and windmills can now be used to grind wheat into flour for baking bread. Yeast is also needed for bread and it can be found in barrels near some grainmills and windmills, or it can be bought from innkeepers and other food merchants. Bread is baked at a standard cooking pot, but flour and yeast can also be used in alchemy. For baking in bulk, create sacks of flour instead, and bake bread in half dozen batches while saving on resources.
This mod also increases the size of windmill blades by 60%, so they almost touch the ground. Don't worry about getting sliced, the blades have no collision surfaces.

This was made to be an immersion mod. If you want grainmills to be able to grind up things like mammoth tusks and gemstones for alchemy, Steam user Cormwyr has a great mod called "Functional Grain Mills" here:

NOTE: Practical Mills works with other mods that add grainmills and windmills, so those mills are also usable unless the base data of the ojects has been altered.

After a quick internet search, skimming over the wikipedia article on windmills, wooden slats were not an uncommon replacement for cloth sails on windmills in cold climates in postmedieval times. While Skyrim's windmill design may not reflect the same time period as other technologies in the game (like waterwheels), the wooden slat design is historically based.

Whateverone has failed to notice is the windmill blades are missing the cloth. It is just a mesh that is suppose to support the cloth that resists the air... not comb the air.

This mod is similar to 'Windmills Resized' by Pfaffendrill on the Nexus, but also includes recipies for using grain mills and windmills to grind wheat into flour, and bake flour and yeast into bread. AWESOME!!!! hey, next mod, could you make spots near the lake in which you can harvest little fish, or crawfish?
